By now, you’ve probably seen content creators or influencers in your feed flexing their Bureau of Internal Revenue (BIR) Registration Seal Badge (which some also call their proof of being genuine taxpayers) on their social media pages, usually displayed atop a photo of them for the feed. This was mandated under BIR’s Revenue Memorandum Circular (RMC) No. 38-202 to content creators, online sellers, and anyone who earns through digital means, with a deadline extended until Saturday, October 31.

As of October 14, BIR reported that a total of 52,700 Certificates of Registration (COR) have already been issued.

What Is The Registration Seal Badge For?

The BIR’s Registration Seal Badge was introduced in April 2026, serving as the new way to check if a business is BIR-registered and is legitimate.

This replaced the previous requirement to publicly display a shop’s full electronic COR on its website, business pages, and other platforms. According to the BIR, it was designed to “protect the privacy and personal information” of online sellers, service providers, and content creators.

The badge features a QR code that, when scanned, redirects you to the BIR Verification Portal and shows the owner’s registered full name and a censored TIN.

To be specific, anyone holding a business online has to register: online sellers and merchants, e-commerce businesses, content creators, vloggers, bloggers, influencers, live streamers, service providers with an online presence (earning through online views, advertisements, affiliates, commissions), online websites, and e-market platforms (like Shopee and Lazada).

How To Generate The Badge

  1. Visit the BIR’s Online Registration and Update System (ORUS)
  2. Log in or create an account
  3. Go to the profile page and click “Synchronize”
  4. Scroll down to the “Certificates and Permits” section
  5. Download the generated COR with QR Code and Registration Seal Badge.

Note that there is a P30 Stamp Tax (DST) on the certificate that must be paid online via BIR’s ePayment Channels, and the taxpayer shall keep the proof of payment.

According to the BIR, the badge may be displayed on the following, but is not limited to:

  • For those with their own business websites, it shall appear on a page or link on the website, such as the About Page, Company, Government Compliance, or Business Permits.
  • For those on e-commerce platforms or mobile applications, it should appear on the app’s Support page, About, App Settings, or under links such as “Government Compliance” or “Business Permits”
  • For sellers, merchants, or service providers doing online transactions, the badge must be seen on the seller’s or merchant’s page, profile, store or shop details, or the marketplace/business page.

Failure to display the seal badge by the deadline imposes a fine of up to P1,000.

Privacy Concerns?

A content creator raised concerns about the seal badge and its supposed purpose of tax compliance, consumer protection, and transparency, saying that it only adds to the burden on people providing services online and does not truly guarantee the legitimacy of what a shop is selling or provide buyer protection.

Other netizens, meanwhile, said the BIR made it easier for scammers to get the business owner’s details (or name) through the QR. This was echoed by “faceless” content creators, affiliates, or those who have built a brand without revealing their identity, who share their anxiety about having to dox themselves.

FREQUENTLY ASKED QUESTIONS

The BIR Registration Seal Badge is a QR-coded mark issued in April 2026 that replaced the requirement to publicly post a full electronic Certificate of Registration. Scanning it opens the BIR Verification Portal, which shows the owner’s registered full name and a censored TIN.

Anyone earning through digital means must register, including online sellers, e-commerce businesses, content creators, vloggers, bloggers, influencers, live streamers, and service providers earning from views, ads, affiliates, or commissions. Online websites and e-market platforms such as Shopee and Lazada are also covered.

Log in to the BIR’s Online Registration and Update System (ORUS), open the profile page, click Synchronize, then scroll to Certificates and Permits to download the COR with QR Code and Seal Badge. A P30 documentary stamp tax applies and is paid through BIR ePayment channels.

The BIR extended the deadline to display the seal badge to Saturday, October 31. As of October 14, the BIR had issued 52,700 Certificates of Registration.

Business websites should show it on a page such as About or Government Compliance; apps on Support, About, or Settings pages; and online sellers or service providers on their profile, store details, or marketplace page. The BIR says the list is not exhaustive.
