Biliran City Governor Gerard Roger Espina’s vision of hearing local musicians’ songs on the radio is one step closer to becoming a reality. The provincial government has introduced a proposal requiring all AM and FM radio stations in Biliran to allocate a one-hour daily time slot exclusively for Biliranon music. This initiative, launched in celebration of National Arts Month, aims to highlight the province’s rich musical heritage while supporting homegrown talent.
“This is a step forward in ensuring that our local talents receive the recognition and support they deserve,” said Espina. He also emphasized that the proposal could boost tourism in Biliran, a province known for its stunning beaches, waterfalls, and vibrant fiestas.
Under the proposal, radio stations must submit monthly compliance reports to the Provincial Tourism Office (PTO), detailing the songs aired and the time slots dedicated to Biliranon music. Espina expressed concern that the overplaying of foreign songs on the radio could lead both tourists and locals to feel disconnected from their cultural roots.
For the radio schedules, the one-hour time slot must be scheduled between 6 a.m. and 10 p.m., hours when most residents are awake and tuned in. Radio stations are also required to announce the designated slot at least once every hour during their broadcasts. Failure to comply with the ordinance will result in a written warning for the first offense, followed by a fine of 5,000 pesos for subsequent violations. These measures underscore the importance of promoting and appreciating local music within the province.
The proposal is currently under review by the provincial board Sangguniang Panlalawigan where Espina hopes it will gain sponsorship. In the same week, the governor also announced a songwriting contest to be held at the city’s provincial grounds, encouraging local citizens to showcase their musical talents. In a Facebook post, Espina described the event as “an extraordinary celebration of music, culture, and the vibrant talent of Biliran.”
