As the country continues its discussion on child safety and prevention of child-perpetrated violence, more online spaces are being caught in a standoff with the local cybercrime body.
In a letter dated September 21, the Cybercrime Investigation and Coordinating Center (CICC) issued an ultimatum to tech platforms Discord and Reddit to establish a Philippine office within 24 hours or risk being banned altogether. The CICC cited concerns over harmful online content and links to nihilistic violent extremism (NVE) networks, following another school shooting by a teenage student in South Cotabato on September 18.
Reddit has since been granted an extension to comply after committing to cooperate with the government. Discord, however, became inaccessible for some users on September 23 after telecommunication companies Smart, PLDT, Globe, and Converge reportedly blocked the site. The imposed ban was lifted on September 24, with the CICC saying that it had already discussed compliance and safety protocols with the Discord management.
CICC Director Renato Paraiso clarified that the directive is not intended to “police the internet for the government,” but to be “reachable, accountable, and responsive when activities on their platforms put Filipino children and communities at risk.”
But this has not alleviated the frustrations and concerns of online users, many of whom doubt the purpose and effectiveness of the said orders. Here, we unpack the key issues they raised.
BLANKET BLOCKING AFFECTS VARIOUS INDUSTRIES
The platform restriction drew widespread backlash online. Scam Watch Pilipinas, a national volunteer anti-scam organization, has opposed the blocking of Discord in the Philippines. The group described blanket blocking as a “reactive policy” that affects not only bad actors but also Filipinos who use the platform for legitimate work.
The organization cited the specific communities that could be disrupted by the block, such as virtual assistance, freelancing, gaming, and technology, among others.
Many other users on X and Facebook condemn the blocking and have started a petition online to reconsider the ban in the country. It now has over 3,000 verified signatures as of this writing.
“The root issue is not the communication tools themselves, but a fundamental gap in digital media literacy, mental health support, and parental oversight,” the petition read. Should the Philippine government continue its web crackdown without proper considerations, the country’s digital economy will crash.
NOT A TAKEDOWN ON NVES FROM ITS OPERATIONS
Nihilistic violent extremism, described as an “emerging global threat,” refers to individuals or networks who promote or push others to engage in extreme violence, self-harm, or chaos without any cohesive ideology — driven only by hatred, alienation, and societal distrust.
The Department of Justice (DOJ) and other government authorities have sounded the alarm over NVEs since the Tacloban school shooting in June, particularly over the role of social media platforms and games in exposing children to extremist, violent content.
According to the CICC, the setup of local offices would also be followed by the establishment of “green lanes,” or direct channels with Philippine authorities to report, take down, and investigate flagged suspicious activities or harmful content online, as discussed with Reddit.
However, cracking down on these platforms is not the same as dismantling the nihilistic networks behind the violence. How can these stop NVE groups from recruiting, regrouping, or transferring to another platform online, when it is easy to find another door?
THE GOVERNMENT’S OLD PLAYBOOK?
Former Department of Information and Communications Technology (DICT) Undersecretary Jeffrey Dy also expressed his opposition to the said ban, arguing that “we sacrificed some 15,000 legitimate Filipino workers on Discord.” Dy further questioned the legal basis for the blocking and noted that it was pursued despite having no court order or judicial authorization, deeming it unconstitutional.
Concerns over government overreach also extend to Reddit’s July to December 2025 transparency report. Users pointed out at least 12 removal reports from the National Bureau of Investigation (NBI) covering about 74 pieces of content for alleged defamation of politicians and public figures. According to Reddit, “none of the reported content was removed as there were no Reddit Rules violations and the content involved criticism of public figures, claims of their involvement in corruption, and general commentary on newsworthy events.”
The information thus raises eyebrows about how government authorities might use the platform restrictions to silence criticism of those in power, and how it might not truly be meant for safety or to protect the innocent. Several users also compared it to the martial law era, when former President Ferdinand Marcos Sr. restricted the press and mass media.
The speed and selectivity of the government’s response have drawn mixed reactions. While some applaud the move, it all boils down to whether all this could really tackle the deeper issue behind why children are at risk of violence, or only sidestep gaps in guidance and supervision, as well as the need for stricter gun safety and security laws in the country.
